Fragmentation to Integration: Establishing a National Sports Organization in Iran Based on Professional System Models

Abstract

This study aims to design a model for establishing a Sports System Organization in Iran by identifying barriers, strategies, contexts, and consequences. Using a qualitative approach and grounded theory methodology, the research involved 17 participants, including sports science faculty members, managers and experts from the Ministry of Sports and Youth, and physical education graduates with relevant research and professional experience. Data were collected through semi-structured interviews, continuing until theoretical saturation was achieved. The findings revealed a final model comprising five main categories related to causal conditions (e.g., the entry of non-specialists and the need to industrialize sports), five strategies (e.g., meritocracy, sports diplomacy, and leveraging successful international models), five intervening and limiting factors (e.g., lack of strategic planning, weak political influence in sports, and bureaucratic inefficiencies), and four contextual factors (e.g., cultural acceptance and economic constraints). These elements contribute to five positive outcomes for the sports sector, including the establishment of a systematic educational framework, infrastructure improvement, prevention of non-specialist entry, enhanced community health, and increased international competitiveness. The results suggest that, given the existing causal conditions and the implementation of appropriate strategies, the groundwork for forming this organization can be established.
