Evaluating Highway Project Delays Using the Earned Value Management Approach

Abstract
Highway construction projects are essential for improving transportation efficiency and regional connectivity. However, project delays remain a major challenge that adversely affect project outcomes. This study evaluates project delays in the Sigli - Banda Aceh Toll Road Project Section 1 (Padang Tiji - Seulimum) using the Earned Value Management (EVM) approach and identifies the dominant factors contributing to schedule delays. A case study design was adopted using secondary data from project budget plans, weekly progress reports, and actual expenditure records, complemented by questionnaire data collected from 22 project personnel. Project performance was analyzed using EVM indicators, including Planned Value (PV), Earned Value (EV), Actual Cost (AC), Cost Performance Index (CPI), and Schedule Performance Index (SPI). Descriptive statistics were used to assess delay factors. The results show that the project maintained cost performance, with a CPI of 1.00, indicating expenditures remained within budget. However, schedule performance was below target, as reflected by an SPI of 0.91. Forecasting analysis estimated a project completion duration of 185 weeks. Land acquisition was identified as the most critical delay factor, with the highest mean score of 4.81. The findings provide practical insights for improving project control, mitigating delay risks, and enhancing highway project delivery performance.
