Abstract
Digital transformation is a strategic priority for organizations aiming to improve agility, resilience, and service quality. Nevertheless, many initiatives underperform due to fragmented governance, weak business–IT alignment, poor integration of enterprise architecture and IT service management, and rising cybersecurity and data governance demands. Existing governance models treat these domains separately, offering limited support for their coordinated application throughout transformation efforts.

This study presents a governance-integrated digital transformation framework, developed using Design Science Research (DSR). The proposed artifact synthesizes COBIT, ITIL, enterprise architecture, cybersecurity, and data governance into a unified structure intended to facilitate strategic alignment, governance coordination, and transformation planning. The framework was evaluated through a two-round Delphi study involving fifteen academic and industry experts. Following iterative refinements, the second round revealed increased consensus on the framework’s conceptual coherence, governance alignment, practical applicability, and managerial relevance.

Findings indicate that experts perceive the framework as internally consistent, comprehensive, and useful for governance-oriented transformation initiatives. This research contributes to DSR literature by offering an integrated governance artifact alongside a transparent expert-based evaluation. Although the findings suggest conceptual coherence and potential practical usefulness, future organizational implementations and longitudinal studies are needed to assess operational effectiveness and performance outcomes.
